The State Office of Temporary and Disability Assistance (OTDA) has started accepting applications for the Emergency Rental Assistance Program (ERAP). Click here to visit OTDA's website to access the application portal.
If you or your tenant(s) have not started the application process, RSA has created a document in English and Spanish that not only details the various documents that you and your tenants need when applying for the program, but also details eligibility criteria. Click here to access the document on RSA's website. Now that the application portal has opened, we urge you to share this document with your tenants to educate them about the program and determine whether or not they are qualified to apply for rent relief. You can email, mail, or print this document and hand it directly to your tenants.
OTDA has also created a document that provides step-by-step instructions for property owners when using the application portal. Click here to view that document.
Please be advised that during the first 30 days, the program will prioritize the unemployed, those with income at or below 50 percent of area median income (AMI) and other vulnerable populations. After the first 30 days, applications will be processed on a first-come, first-served basis, as long as funds remain available.
Close the Door Notice Available at RSA!
Pursuant to Local Law, building owners are now required to post a Close the Door Notice on the public hallway corridor side of each stairwell door in a building, except for open stairwells.
The latest notice contains illustrations and language that states, “In a Fire, Close All Doors Behind You! Keep Fire and Smoke Out of Building Hallways and Stairs. Keep Apartment and Stairwell Doors Closed at All Other Times. Protect Your Neighbors and Your Home!” The notice must be posted in English and any other appropriate languages that building owners feel are appropriate for their tenants.

Rental property owners should continue to display the most up to date COVID-19 flyers in your buildings. The most recent flyer is available on the City Department of Health and Mental Hygiene's (DOHMH) website and is translated into over a dozen languages. In order to accommodate the escalating increase for the second year of the lease, DHCR has issued a new renewal lease form, Renewal Lease Form (RTP-8). Although the new form was created to accommodate RGB Order No. 52, it is now the most recent DHCR Renewal Lease Form and should be used for all renewal leases going forward.
